I reviewed the PR.
I believe that this will work end-to-end, not just the parser, so becomes a new
supported SQL feature. Can you also modify {{reference.md}}, and add one or two
queries to {{misc.iq}}. Change the summary to "Allow literals like DECIMAL
'12.3' (consistent with Postgres)".
