Depending on how the discussion of re2 vs java regexp turns out, 
{{REGEXP_REPLACE}} will either be a new function (with BigQuery-specific 
semantics) or the addition of the existing function to the BigQuery library. If 
it's a new function the javadoc in {{SqlLibraryOperators}} should make clear 
what are the differences in semantics.
