[~oliverlee], Your analysis seems right. But it may not be necessary for the 
parser to change its behavior based on conformance. If possible, the parser 
should just produce an AST, and the validator will validate it based on the 
conformance setting. Ditto how the AST is converted to RelNode/RexNode.

You didn't say whether it is the parser or validator giving the error "OVER 
must be applied to aggregate function". Hopefully the latter, because it means 
the parser can stay dumb.
