I personally think that some of the Postgres' choices are a mistake; this
business about "syntactic context" makes programs not composable.
If ROW(NULL) = ROW(NULL) evaluates to UNKNOWN, so should ROW(ROW(NULL)) =
ROW(ROW(NULL)). Moreover, the SQL standard agrees with this claim. I am
currently finalizing a PR which will agree with the standard in this respect.
