[Steps] :-

There is a degrade for incremental update operation for Partition table . We 
have used Jinling Table and loaded 100 csv and executed 100 incremental update 
operation on table . 

[Expected Result] :- There should not be any performance degrade for 
incremental update operation

[Actual Issue]:- Performance degrade for incremental update operation(partition 
table).
