Currently drop database cascade command is restricted in Carbon

Solution : Need to support drop database cascade command in carbon. Also below 
changes to be done in Carbon store.

Create DB folder in carbon store when user triggers Create database command
Removing DB folder from carbon store when user triggers Drop database command
Removing Tables & DB folder from carbon store when user triggers Drop database 
cascade command
