Observed another issue related to list ACLlist ...
While replacing the ACL list for a tier under vpc1,the drop down is listing all 
the ACLs irrespective of VPC Id.
 
It is throwing appropriate error message as the network and ACL does not belong 
to same VPC  if we try to replace the ACL list with the ACL list that does not 
belong that VPC.
