UI does have a way to add a S3-based secondary storage at region level (OUTSIDE
OF ZONE WIZARD):
Infrastructure menu => Secondary Storages => Add Secondary Storage dialog =>
uncheck "Create NFS Cache Storage":
(as in my attached screenshot)
