We could launch the SSVM and CPVM successfully when we add a new zone in the 
infrustructure tab.
That may be the workaround for the issue CLOUDSTACK-2162 
And, if we setup the Campo environment, and first time to login the Web Portal
And do  not go to dashboard to configure the new zone just build a cloud step 
by step on the initialized page.
So that, we will face that issue.
