Steps to reproduce

1-set "allow.public.user.templates" to false for a user account say ac1
2-login to CS using ac1
3-try to register template
Expected
---------------
Since user can not register a public template ,check box public should be
disable for that particular user
Actual
------------
Check bow is enable, if user select it while registering template , template
registration fails.
