when vm is in STOPPED state ,because it is simple change service offering (no
script require when vms are in stopped state). attaching screenshot .
-->since message clearly talk about Linux based vm we shouldn't pop up
message for window based vm ,or we should popup generalize message like
"Please read the dynamic scaling section in the admin guide before scaling up"
if we are going to pop up message irrespective of guest OS type .
