If host tags are configured in CloudStack for VM placement in a vSphere
cluster, they will be ignored by the native vSphere HA. The result is that in
an HA event, vSphere HA might boot a VM on hosts that CloudStack would not use
due to host tags. I cannot find an explanation of this and it should be
documented.
