Tested with latest build from 4.2-forward.
The exception reported in this bug is not encountered when deploying 30 vms in
parallel.
5 out of 30 vms fail to get deployed because of failing in StartCommand which
is tracked in CLOUDSTACK-4464.
Closing this issue.
