1. Create a network offering, as given in Section 15.27.11.2.4, “Creating an

Before #2, we have to say that the network has to be created from the network
offering created on the step #1. Only after that the internal lb rule can be
created for this network.
The section describing creating the tier using internal lb offering, should be
added. Now its missing. Also mention that you can have more than one tier with
internal lb support inside the VPC

#6 - "Source IP Address" field is optional. Needs to be said that when this
field is not specified, the ip address will get allocated automatically from
the network cidr.
