The F5 LTM Virtual Edition has known issues when it comes to Ethernet link 
detection. Whenever a VLAN is provisioned through icontrol, it generates a 
error message that the link media is invalid. I guess that causes cloudstack or 
icontrol to stop the VLAN provisioning
