I discussed this issue with Saksham and here are the details:

It seems to be qemu bug 
https://www.redhat.com/archives/libvirt-users/2012-July/msg00110.html
And we can get around it by adding 2/3 sec wait before each plug/unplug nic 
operation.

We will add wait in the testcase and confirm the above findings.
