Team,

I was not able to reproduce this issue.  Pulled the CS 4.3 ( last commit id 
:5aa0bc3f8349f644bf4148f2dd41972dd8e03839) and then followed the below steps:
1. Created a VPC selecting LB provider as "vpcVirtualRouter"

2. Created a tier selecting ACL as "default_allow" leaving default NO and 
filling in other fields.

3.  Created an Instance using Windows2008 template.

4. Verified the console for system vms and router, I was able to view it.

Attached is the snapshot for the same. Please let me know if there are some 
other steps to reproduce it or setup details where it is reproducible.
