As of now, CloudStack doesn't have any logic to choose appropriate secondary
storage, it only does the shuffling of all the sec. storage and returns the
first one i.e. a random sec. storage.
This is causing the issue if one of the sec. storage is full. Sometimes CS is
returning the sec. storage which is full even though there are other sec.
storage in cloud setup with free space.
