[~bhaisaab] I looked at the fix for CLOUDSTACK-6139, its not going to work when
there is more than one zone. Changing the setting in one will impact other
zones as well.
Some work is still remaining, will push it to master once done and then it can
be ported to 4.5. The name is just for the display purpose in UI, otherwise
both shared and local will appear same. Refer to the FS for details.
