CLOUDSTACK-8701: Add listandswitchsamlaccount API test and add boundary checks
- Adds unit test for ListAndSwitchSAMLAccountCmd
- Checks and logs in user only if they are enabled
- If saml user switches to a locked account, send appropriate error message
