Description:
When running the smoke/test_routers_network_ops.py, sometimes the RVR tests
fail due to timeout issues. The current tests have a timeout of 1 second for
the wget command, which seems to be not enough.
The same happens to smoke/test_vpc_redundant ->
test_04_rvpc_network_garbage_collector_nics. The GC thread runs and send the
command to clean up the guest network, however the command gets queued and
takes some time to be executed. The test timeout has to be increased in order
to cope with that.
