CLOUDSTACK-9130: Make RebootCommand similar to start/stop/migrate agent
commands w.r.t. "execute in sequence" flag
RebootCommand now behaves in the same way as start/stop/migrate agent commands
w.r.t. to sequential/parallel execution.
