I upgraded from 4.5 to 4.9. There are a bunch of 'quota' related config
variables that were added.
After the upgrade I can see them listed on global config/db. Note that these
config variable do not have explicit insert statements during upgrade.
Some of these variables are: quota.enable.service, quota.enable.enforcement,
quota.enable.enforcement etc.
So this is not a generic issue, we need to look for variables that were
expected and were not found after upgrade to narrow down on cause.
