I apologize that there wasn't sufficient feedback with the initial design, but 
I'm glad you agree that we can't have secondary storage as a dependency for a 
running VM. As mentioned, there are also security issues in using secondary for 
configuration data.

I'm not sure it can be completely hypervisor agnostic, but perhaps it can be 
reworked such that the hypervisor plugin can choose to redirect to this 
secondary storage ISO creation if it needs to. I'd also suggest that the 
SSVM-leveraged implementation include moving the ISO to primary storage and 
deleting the ISO from secondary at some point.
