@ernjvr can you change the base branch of your PR to 4.11, the issue may be
caused to select set of users who may have the structural changes in the
existing environment.
@DaanHoogland Instead of a new release, such users can be advised to use
`jar uf <mgmt server jar> <updated files>` to update the schema changes/files.
We can aim to include this fix for future 4.11.1.0
