Niall Pemberton commented on VALIDATOR-240:
-------------------------------------------

I couldn't find anything on discovernetwork.com that talked about prefixes.
There are references on various sites regarding 650 prefix in 2006 and 65
prefix in 2007. For example

  https://www.globalpaymentsinc.com/myglobal/discover-iins.html
  http://www.inglesnoexterior.com/Dictionary.aspx?l=en&q=credit_card_number
  http://www.fireworkszone.com/business/loans/credit_card_numbers.html
  http://www.bank-locations.com/bank_info/credit_cards.htm
  http://www.mostaccepted.co.uk/a/credit-card-number.htm

However I have no idea whether these are "unimpeachable references" - so atm
I'm inclined to back this change unless someone can provide an reference that
appears to have some authority.
