This is a question for the user list.  There is no 1.0.1 version of DBCP.  In 
any case, all versions of DBCP have used "maxActive" to control the number of 
connections allocated to the pool.  Assuming the parameters in the report are 
what are being used to initialize a BasicDataSource, changing "maxOpen" to 
"maxActive" might solve the problem  Please reopen if this really points to a 
bug in DBCP.  Otherwise, feel free to ask for help on the commons user list.
