Note:
As implemented, the JCIP annotations have type Retention.RUNTIME, which means
that the annotation jar is needed at runtime.
Not sure we want that.
It's a pity they aren't Retention.CLASS, which would still allow static
analysis tools such as Findbugs to use them.
