Specifics of the implementation can be discussed here. More general discussion
on the project can take place on the mailing list.
Note that commits to the code regarding this ticket should be prefixed with the
Jira ticket number. This allows anyone viewing the source code history to
understand that a specific commit was to address this ticket. The user can then
find this ticket and read more background about the reason for the code change.
The mailing list contains a permanent public record of Commons related
discussion but is less focussed than a Jira ticket.
