Sebb reopened DAEMON-88:

The version of the code currently in SVN does report problems to the stderr
file, e.g. I have seen:
Error: Password file not found:
Error: Password file read access must be restricted:
Error: Failed in reading the password file:
However, there is no error logged to the commons-daemon log, even with debug
logging.
I think that should be corrected, so re-opening issue.
