According to
[https://www.cnb.cz/export/sites/cnb/en/legislation/.galleries/decrees/decree_169_2011.pdf]
(Annex to Decree No. 169/2011 Coll.), CZ account validation should be
extended, to verify checksums of first and second part of client account number
(prefix and suffix). Annex contains algorithm to calculate those checksums
