I don't think we need to change the API, just the implementation of AsFloat() 
(and clarify its Javadoc)

Keep JAVA_VERSION
Add JAVA_SPECIFICATION_VERSION
Change asFloat() to use JAVA_SPEC_VERSION and document this.

Could add JAVA_VENDOR_VERSION as an alias for JAVA_VERSION but I cannot see the 
point.
