For context: from the [discussion we had in November](https://lists.apache.org/thread/rnb8j9og60j4rs0pr1fljlvbpy2zf1tt) I deduce that: - We **don't** want to use the same `maven.yml` workflow on _most_ repositories, but - Common tasks like CodeQL, Scorecards and Dependency Review can be centralized.
