Hi [~ggregory] ,

This issue is being reported only on the loaded server intermittently where the 
files are being uploaded continuously to the external vsftpd server when the 
TLS1.3 is enabled on apache-commons-net.
Same uploads are working fine with TLS1.2.

We can't reproduce this on standalone server for single thread. There are no 
deterministic tests to reproduce this issue.

This issue looks similar to the below issue. It is in open state only and not 
considered in the 3.13.0 release.
