Add OSGi headers to bundles built and deployed via Maven

I use OSGi and Apache Felix. I've been downloading the source and I've
modified the Maven build of the jar to directly include OSGi headers. It would
be nice if the release builds did the same thing.
I can provide the Ant modifications if that is deemed useful.
I will attach the patch once this issue is created.
