Hi Gilles,
I wanted to help you with this task. I tried to use specific exceptions as much
as possible, and only resort to MathIllegalArgumentException if there is no
good match. Comments are of course welcome, and if the changes are ok for you I
can help with other packages too. There are still quite a lot of MathException
and MathRuntimeException uses in util and stat.inference.
