The test tries to use the watchdog to kill the process at the same time as it
is exitting.
This requires adjusting the watchdog timer so it eventually occurs after the
process completes.
Some hosts are slower to run the process, so the max retry count has to be
quite large.
It might be worth running the ping test a few times to determine the min/max
elapsed times.
The range of watchdog times could then be adjusted accordingly.
