Looks like browers support both the punycode and the Unicode version, i.e. 
{{http://президент.рф}}

This means that the DomainValidator needs to support punycode TLDs as well.
Punycode path segments are already supported as only standard ASCII is used.
However Unicode path segments are not currently supported (VALIDATOR-235)

As a work-round until java.net.IDN is available (Java 6; code currently targets 
Java 4) it would be possible to add punycode TLDs as-is.
