There is a much easier to use TLD list at IANA.
This is already used to create the built-in TLD and CC lists.
The PSL includes second and 3rd level entries; this would require changes to
the validation to use, and I wonder if it is perhaps getting out of scope for
Validator.
Howver maybe there is scope for allowing additional optional validation to be
plugged into DomainValidator.
This would potentially allow users to make use of the data themselves.
