Hi, I'm really new to the world of open source contribution and would like to 
start off by contributing to apache-commons-lang as I use it in my day to day 
work.
I'd like to implement this particular one if not implemented already.
Could someone help me with the formal procedure for that i.e. writing a 
proposal, finding a mentor and stuffs like that which are mentioned in apache 
contributing guide?
