For the record:
I tried replacing the HashSet used for InstructionHandle.targeters with a 
TreeSet.
That fails, because the entries need to be Comparable.
The tests work fine with CopyOnWriteArraySet.
Using this would avoid the problematic hashCodes.
However there is still the issue of equality in the case of mutable targeters.
