Summary: Add JMX Notifications for NumActive and NumIdle

Through JMX you can currently get the NumActive and NumIdle. These two values
are constantly changing though, which means if you want to monitor them and get
accurate stats, you need to read these values very often.
In order to minimize the polling frequency, I'd rather have the ability to get
notified if the numbers change
