Ability to automatically enable the buildagent when it's running again

It would be nice if continuum can enable the agent automatically.
Right now continuum automatically disable agent when it can't be pinged.
But user needs to enable it manually in master.
Steps to reproduce.
1. Configure continuum to distributed
2. Add a project
3. Add an agent
4. Build the project
5. After build is successful. Stop the agent
6. Build project
7. Start the agent again.
8. Build the project ( without manually enabling the agent in master ).
Maybe continuum can ping and update before it starts to build a project when
all agents are disabled. wdyt?
