It looks to me like BlackBerry requires that some dependencies be installed before the {{create}} and other scripts can be run, which cordova-cli relies on. I will investigate shortly when I get into the office. Perhaps [~bryanhiggins] can shed some light? Bryan, I just saw you updated the documentation to require that {{npm install}} be run before we can use {{create}}.
