It depends on the app. There are app developers who explicitly want the
geolocation data, and have asked to get that function working properly in
Cordova. It's not a ridiculous concept, but you not wanting it is valid. I
agree it should be documented and have a way to disable it. As was mentioned in
the PG GG discussion, the permission would be requested only once per app. The
default we could argue about, my preference would be for it to be on. But with
good documentation, the default basically shouldn't matter.
