You're right, downgrading to `android-targetSdkVersion = 28` stopped the app from crashing and is working as before. The app needs to be published eventually, do you think trying out the [cordova-custom-config](https://www.npmjs.com/package/cordova-custom-config) to try to access the content URI is worth the try?
