### Motivation, Context & Description - Drop `.github.dcendents:android-maven-gradle-plugin` which has been abandonded because maven-publish-plugin is supported by the Android Gradle Plugin 3.6.0 and higher - Update the publishing definition to support publishing to maven This PR requires #1251 to be merged in first.
