As far as I can remember there are no changes between these API levels, but there were changes in Android 13/API 33, which the latest [camera plugin](https://github.com/apache/cordova-plugin-camera) supports. The Cordova Android platform does not support camera out of the box, a camera plugin must be installed to interact with the camera. So if you have an issue with the camera, with the Apache Camera plugin, it will be better to create an issue there with the issue form filled out.
