We already have plans to move $PROJECT/www/config.xml to $PROJECT/app.xml,
which more or less addresses your #2.
As to #1, I'm not sure we're planning to do that. We have to worry about
backward compatibility with CLI projects created by old versions, and inside
our own code. People who want to check in their entire project are going to
have to learn to do it properly, I think.
