{{src="files/HLAAOV113A130003.mp4"}} should mean that Android is using a 
{{file:///}} URL for the video, which *should* work correctly, as far as I can 
tell.

(I'm presuming here that you haven't changed your {{config.xml}} to point your 
start page anywhere other than the default.)

I mentioned the SD card only because that's been the default storage location 
for downloaded user files for a while now, and it was the first thing I tried. 
You should be able to use your application's assets as a source for video files.

I'll do a bit more investigation to see if I can reproduce this.
